As of January 1, 2026, every contractor and subcontractor on an Article 8 public work project in New York State must submit certified payrolls electronically through the NYSDOL MPWR portal — every 30 days, for every active project.

  • Applies to both new and existing public work contracts
  • Every subcontractor must register and submit separately — the GC cannot do it for you
  • Applies to publicly subsidized private projects including IDA-financed builds
  • Non-compliance triggers penalties after a 14-day grace period
  • Contractors must be registered in the NYS Contractor Registry before accessing the portal
